How crazy is this? It's Bill S. 517: a bill "to establish a Weather Modification Operations and Research Board, and for other purposes." A bill which is supposed to be passed into law any day now.

See, messing with the weather has always been left for fantasies and fiction... which is why it's just so crazy to me that laws are being passed about it.

This idea to artificially modify the environment, the weather, for man's purposes is not new. As seen in everything from ancient rain dances to comic books and movies, man has dreamt to control nature, to wrangle it and conquer it and make himself a god of sorts. But only relatively recently has the technology existed to actually do so.

Many people believe that our government (and others) have the technology not only to use the environment as a weapon, but also to tame natural disasters and keep their destruction to a minimum. Modern techniques date back to the 1940's. Many methods and theories abound, including cloud seeding (more) and beaming microwaves from space. Even a hyper-complex method of controlling global warming.

Here's an essay that tries to break down the technology and laws of weather modification.

I have to admit there is some interesting 'evidence' out there. Some believe that the hurricanes of the last few years, including the five that pounded Florida in 2004 and the massively destructive ones that ravaged the Gulf Coast this year, show signs of manipulation - to the point that they might have been artificially enhanced and piloted.

At the very least, the behavior and movement is suspect. But what struck me most were the mysterious bands that ran perpendicular to the eye of the hurricane, and yet did not rotate around it. The erratic wind and temperature in hurricanes would make such bands, which, in infared satellite images, seem to be pockets of intense rainfall, impossible to exist without external manipulation.

Do these bands represent the fingerprints of some unknown technology? It would seem so. But is the effect controlling the movement and direction of the hurricane or the strength? Both? Something else?

When viewing this technology at work on Hurricane Ophelia (whose unnatural movement seemed to be controlled as if by joystick), the bands seem to be destroying the hurricane. On these moving satellite images, it very much looks as if some unknown power is tapping the moisture within the hurricane away from land and its center in order to 'rain it out.' Was Ophelia an attempted attack on U.S. soil that was thwarted by U.S. techlnology that dissipated the storm? Sounds nuts, but not impossible (and not even that unlikely).

I mean, come on. Look at those images. They're real. I am no meteorologist, but that movement and those bands are unnatural.

But the hysteria is hardly contained among the paranoid conspiracy theorists. Life Magazine published an article about seemingly artificially controlled weather in 1998.

It's hard to believe, with all of mankind's advancements in technology, and with the many obvious advantages to weather manipulation, that the government hasn't already begun using these methods. At the very least, it seems our government has found a partical and almost effective way of dissipating certain hurricanes. And from there, it wouldn't take too great a leap to reach weather as a weapon.
